Sustainable Warmth Funding
The Sustainable Warmth Funding (SWF) scheme aims to raise the energy efficiency of low-income and low-energy performance homes (those with energy performance certificate (EPC) ratings of E, F, or G - limited funding is available for Band D properties), helping reduce fuel poverty, phasing out high-carbon fossil fuel heating, and delivering progress towards the UK's commitment to net zero by 2050.
The scheme is now only available to properties that do not use gas as a main heating fuel.
Funding is available to deliver a range of retrofit measures for eligible owner-occupied and privately rented properties. It is envisaged that for owner-occupied properties the improvements will be fully funded; private rented properties will need a contribution from the landlord of at least a third of the total cost. Private rented tenants should discuss this opportunity with your landlord before applying.
Properties in the St Helens Borough Council area that do not use gas as the main heating fuel and with a low-energy efficiency rating - E, F and G (a limited number of Band D properties are also eligible) - may be able to benefit from the scheme. Some of the improvements potentially available include:
- Solid wall, cavity wall or loft insulation
- Low-carbon heating
- Solar panels
- Low-energy lighting
- Heating control upgrades
To be eligible for the funding you must:
- Have a gross household income of less than £30,000 a year or be below the minimum income standard.
and:
- Your property must be off the gas network or not use gas as a main heating fuel.
and:
- The Energy Performance rating of your home should be Band E, F or G (a limited number of Band D properties are also eligible). If the property doesn't have an Energy Performance Certificate an assessment will be carried out. Check if your property has an Energy Performance Certificate.

Funding is limited and will be allocated at the discretion of the Liverpool City Region Combined Authority, the lead authority for the scheme.
