Planning application signals exciting new chapter for Moss Bank Library and community services

A new chapter is on the horizon for residents in the north of the borough, as a planning application has been submitted to transform Moss Bank Children's Centre into the new North Community Hub - a vibrant, multi-service space that will also become the new home of the local library.

If approved, the move will see the library relocated from its current site on Bowness Avenue to Kentmere Avenue, next to the local primary school and Park Farm Community Centre, creating a stronger neighbourhood offer.

The application will be available to view on the local planning portal in the coming days, with a decision expected by 26 August 2025.

The North Community Hub will form part of the borough's broader One Neighbourhood strategy - a long-term approach to bring essential services together under one roof, making them more accessible, better coordinated, and tailored to local needs.

Once established, the hub will offer a wide range of community services, including:

  • Library services
  • Health and mental health support
  • Housing advice
  • Training and employment support
  • Children's and adults' social care
  • And neighbourhood policing

Importantly, the services currently delivered at Moss Bank Children's Centre - including baby sensory classes and the Healthy Child Clinic - will continue to run from the Community Hub, ensuring continuity for local families while expanding the offer.

Councillor Trisha Long, Cabinet Member for Stronger Communities, said: "The North Community Hub will be a welcoming, inclusive place where residents can access a range of new and existing services all under one roof.

 "This isn't about removing services; it's about expanding and strengthening what's on offer for local families. The hub will be responsive to community feedback, with services evolving over time to reflect local needs.

"We've already seen this approach work wonderfully in practice. The South Community Hub in Chester Lane, which opened in April, has quickly become a valued local resource, offering services from Torus Housing, smoking cessation, Talking Therapies, and Career Connect, and the hub has seen a significant increase in use by residents.

"Importantly, the library's move will place it alongside key community anchors, creating a stronger neighbourhood offer."
