Parr Street/Peasley Cross Roundabout Improvement Scheme

St Helens Borough Council, in partnership with Huyton Asphalt Civils Ltd, is delivering the Peasley Cross Roundabout Improvement Scheme to enhance safety, accessibility and connectivity at one of the borough's busiest junctions. 

The scheme represents a £3.434 million investment in the borough's transport network and will deliver a range of improvements for motorists, pedestrians, cyclists, wheelchair users, public transport users and local businesses. Peasley Cross Roundabout is a key gateway into St Helens Town Centre and provides important connections to St Helens Retail Parks, BrewDog Stadium, Hardshaw Brook Depot and surrounding residential communities. 

The scheme forms part of the Council's wider commitment to creating safer, healthier and more sustainable travel opportunities while supporting economic growth and regeneration across the borough. 

Why Are Improvements Needed? 

Peasley Cross Roundabout is a busy five-arm junction connecting Peasley Cross Lane, Parr Street, Linkway East and Phoenix Brow. 

The existing layout provides limited facilities for people walking, wheeling and cycling and has been identified as a barrier to sustainable travel. Public engagement undertaken through the Local Cycling and Walking Infrastructure Plan (LCWIP) and Commonplace Liveable Streets programme identified the junction as a priority location for improvement. 

In addition, sections of the existing carriageway, drainage infrastructure and traffic signal equipment have reached the stage where significant investment is required to improve reliability, resilience and road safety for all users. 

What Improvements Will Be Delivered? 

New Toucan Crossings 

New signal-controlled Toucan crossings will be installed on: 

• Peasley Cross Lane 
• Linkway East 
• Parr Street 

These facilities will provide safer and more convenient crossing points for people walking, wheeling and cycling. 

Improved Walking, Wheeling and Cycling Facilities 

The scheme will deliver upgraded footways and new cycle infrastructure, including a mix of shared and segregated facilities designed to improve accessibility and connectivity. 

New Bus Stop Infrastructure 

A new bus stop will be provided on Peasley Cross Lane adjacent to St Helens Retail Park, improving access to local services and destinations.  

Highway Improvements 

The project also includes: 

• Full carriageway resurfacing.  
• Drainage replacement and enhancement. 
• New road markings. 
• Improved signage. 
• New/Upgraded traffic signals. 

Together, these improvements will benefit all users of the junction and support a safer, more reliable highway network.
