Schools Catering Service – Fresh Meat Contract Award
To award a contract for the supply of Fresh Meat for the Catering Service
To evidence completion of a Further Competition using ypo's Food Deal DPS Framework Category 7 for Provision of Fresh Meat, using a 70:30 basis for Price and Quality, to justify the decision of contract award.
The Schools Catering Service serves approximately 7,000 meals each day across 55 Primary and Special Schools within St Helens, and a service provided to 5 Secondary Schools. The service also operates commercial catering provision within the Town Hall, Taylor Park BoatHouse Café and supporting Willowbees Soft Play within Newton le Willows Health and Fitness Centre. The service operates with several contracts for the supply of produce, one of which provides Fresh Meat. Following a Further Competition exercise utilising ypo's Food Deal DPS Framework Category 7 for the Provision of Fresh Meat, Harlech Ltd were selected as the nominated supplier to be awarded the contract. The Further Competition provided tenderers with the opportunity to bid for a bespoke specification that included a specific basket of goods to ensure the menu and allergy requirements of the service could be met, alongside the additional requirements necessary to meet the Bronze Food for Life accreditation held by the service The Further Competition was evaluated on a 70:30 approach to price and quality. The further competition submissions were evaluated in line with ypo's Food Deal DPS Scoring methodology. Following a Further Competition exercise using the ypo Food Deal DPS Framework it is proposed to award the contract for The provision of Fresh Meat to Harlech Ltd to be effective 1st August 2026 for a period of two years with the discretionary option for a further additional year.. The Further Competition provided tenderers with the opportunity to bid for a bespoke specification that included a specific basket of goods to ensure the menu and allergy requirements of the service could be met, alongside the additional requirements necessary to meet the Bronze Food for Life accreditation held by the service. The proposed contract award is for a period of two years with the discretionary option for a further additional year.
