Approval of Revised Contract Procedure Rules
To approve the revised Contract Procedure Rules provided by STAR Procurement.
To approve the revised Contract Procedure Rules provided by STAR Procurement in accordance with the delegated authority provided to the Director of Finance.
The Council joined STAR Procurement in October 2023. Since that point, the Council has adopted STAR Procurement's CPRs. Contract Procedure Rules were recently updated following the Procurement Act 2023 coming into force on 24 February 2025. These revised CPRs were approved at Cabinet on 23 April 2025 and at Council on 14 May 2025. Since approval, legal officers from the 6 member authorities of STAR have been reviewing the CPRs and have made some minor amendments that have been agreed by all constituent members. The changes to CPRS are as follows: Section 5.5.1 – Situations where section 5.5 (Estimating the Total Value of a Contract reduced to just one scenario – where the contract to be awarded is a contract listed in paragraph 4 (contracts where CPRs do not apply). Section 11.7 - Additional sentence added at the end of clause 11.7 – “Further details regarding Contract details that must be published can be found in the Procurement Handbook.”
It is recommended to approve the revised Contract Procedure Rules to ensure compliance with a standard set across STAR member authorities.
