Purpose

To agree to the 2nd day for the festival and to agree to a 3 year deal to 2027 subject to Licence approval each year.

Background

Cultural and economic benefit to St Helens and agreement from event organisers to invest in the park and the event will generate an income through fees to the Council for the hire of part of Sherdley Park as in previous years.

Conclusion

To agree to Reminisce Festival at Sherdley Park 2025 to 2027 in the new 2 day format.

Risk Implications

The Festival Organisers will meet with members of the St Helens Event Safety Advisory Group (ESAG) and the Open Spaces Team to start planning the event and agree how best to safely deliver the event based on feedback from previous years. The event will have to comply with the new Martyn’s Law that was introduced to Parliament in September 2024 that requires improved preparedness, security and measures for all public events from terrorist attacks at public venues. This follows the Manchester Arena and Southport attacks. This covers any public events with a capacity of 800+ people and will require more rigorous risk assessments, security plans, advanced security staff, training and additional physical barriers. This event is subject to approval by the Police, Licencing and ESAG and all mitigation measures will be required for the event to go ahead each year as big events can come with Moderate risks.
