Title
Approve the appointment of various Roadside Surveys via the ECF in relation to SHMMI
Summary
Approve the appointment of various Roadside Surveys (CCTV, Site Investigations, Street Lighting, Topographical surveys, Party Wall Assessment and Right of Light) and stakeholder & communications support (Influential) via the ECF ODA for St Helens Multi Modal Interchange (SHMMI) on a fixed cost contract basis.
Purpose
Up to date utility/site information is required to progress the design, cost and programme of SHMMI, which is made up of several projects including: Temporary Bus Station, Main Bus Station, Active Travel Link to the Train Station and Peasley Cross Roundabout.
The commission is being undertaken via English Cities Fund Overarching Development Agreement. Vinci, ECF's appointed Design and Build Contractor, existing Pre-Construction Service Agreement (PCSA) excludes utility/site surveys; as such the work needs to be undertaken by a consultant working directly for ECF to progress the RIBA stage 3/4 detailed designs.
Background
The individual survey results will help shape the final scheme designs in mitigating risk, while supporting the value engineering process in reducing costs. Each of the individual quotations have been appended to this request; all prices outlined below exclude VAT.

This information is critical to the success of the scheme and meeting the tight timeframe of Sept 2026 in line with Bus Reform.
