SEND National Trial Toolkit - Single Route of Redress

SEND National Trial Toolkit - Single Route of Redress

The Government are trialling extending the powers of the First-tier Tribunal (SEND) to make non-binding recommendations about the health and social care aspects of Education, Health and Care (EHC) plans as part of a special educational appeal. The trial applies to local authority decisions made and EHC plans issued/amended from 3 April 2018 and will run for two years.

A toolkit providing a number of resources has been created to support local authorities, health commissioners, parents and young people in preparation for and throughout the trial. A breakdown of these resources can be found at:

The purpose of the Local Offer is to enable parents and young people to see more clearly what services are available for children with special educational needs and disabilities in their area, and how to access them.
