St Helens Borough Council is preparing a new Local Plan. This plan will set how much new development for housing, employment and other uses should take place in the borough. It will identify where new development should take place and set out the policies for assessing planning applications.
The St Helens Borough Local Plan 2020 – 2035 Submission Draft (2019) has now been submitted to the Planning Inspectorate for Examination. For more details, please see the Local Plan Examination page.
During the preparation of the Local Plan, the council has carried out extensive consultation with residents, local communities, businesses and other stakeholders. This involved three public consultations, including: an initial consultation on the scope of the plan in 2016; the Preferred Options version of the plan in 2016/17, and the Submission Draft version of the plan in 2019.

The timetable for the production of the new Local Plan has changed since the process began. The timetable is set out in the latest Local Development Scheme.
