Area Action Plans

Area Action Plans (AAPs) are a type of Development Plan Document providing a planning framework for a specific area of opportunity, change or conservation. AAPs give a geographic or spatial dimension and focus for the implementation of policies for that area.

The Bold Forest Park Area Action Plan

The council, along with its partners including The Mersey Forest and Bold Parish Council, is committed to developing a Forest Park, mainly in the Bold Area of St Helens. The Bold Forest Park AAP aims to encourage inward investment via rural entrepreneurship in the visitor economy, while providing leisure opportunities for the community.

Adoption of the Bold Forest Park Area Action Plan

At its meeting on 12 July 2017, St.Helens Council resolved to formally adopt the Bold Forest Park Area Action Plan

This follows the Plan's examination by an independent Planning Inspector, who found the Plan 'sound' subject to a number of recommended ‘main’ modifications being made to the submitted (November 2015) version of the Plan.

The Plan will now form part of the St Helens Local Plan providing a framework for the development of the Bold Forest Park area, setting out the planning policies against which development proposals will be considered.

Stages of Preparation

The Bold Forest Park AAP has been prepared over a number of years. Throughout the plan preparation process, the Council has engaged positively with statutory consultees, local groups, residents, businesses and others to refine the Plan's policies and proposals. For each stage of preparation, the following periods of public engagement were held:

  1. Scoping Consultation (Regulation 18) - 24th July 2013 - 11th September 2013
  2. Preferred Options Draft Consultation (Regulation 18) - 27th November 2014 - 16th January 2015
  3. Publication Draft (Regulation 19) - 20th January 2016 – 2nd March 2016
  4. Examination in Public Hearing Sessions22nd August 2016
  5. Proposed Modifications Consultation - 10th October and 21st November 2016
