Recognising the key role that local authorities have to play in improving the energy efficiency of the residential accommodation in their areas, and thereby achieving reductions in domestic carbon emissions, the Government has decided to request further reports and issue guidance in relation to these further reports and related progress reports pursuant to the provisions in the Home Energy Conservation Act.
The Secretary of State for Energy and Climate Change requires all English authorities to prepare further HECA reports setting out the energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area.
