The Corporate Standard for Community Impact Assessment sets out the process that St Helens Borough Council follows to complete Community Impact Assessments.
The Community Impact Assessment Tool covers social value, environment, health, equality and human rights.
The Community Impact Assessment Tool ensures that St Helens Borough Council gives due regard to the General Duty of the Equality Act 2010 within its policies and functions to the needs of people with protected characteristics and other priority groups.
This includes taking reasonable steps to remove or mitigate any negative impact identified as part of the Impact Assessment Process.
The Community Impact Assessment Tool is used to inform council decisions and services planning.
Council decisions include:
- Full Council decisions
- Cabinet decisions
- Delegated decisions
Service planning includes:
- Council services delivered by council staff
- Council services delivered through contracts or service level agreements
- Council services delivered in partnership with other organisations
