Social value is about looking at how resources are allocated and used. In a procurement process it is defined as looking beyond the price element of the purchase and looking towards the collective benefit that purchases may have on the community.
The Public Services (Social Value) Act 2012 places the responsibility on the commissioners to ensure that they have considered the economic, environmental and social benefits of any procurement activity before the process starts. This act is in place in order to build in social value at the specification-building stage of the procurement process.
