Licence Summary

The sale of 'pet animals' is regulated by The Pet Animals Act 1951 which requires Pet Shops to be licensed by the Local Authority.

The applicant must not be disqualified under any of the following Acts:-

  • The Pet Animals Act 1951.
  • The Animal Boarding Establishments Act 1963.
  • The Protection of Animals (Amendment) Act 1954.
  • The Protection of Animals (Cruelty to Dogs) (Scotland) Act 1934.
  • The Application Process

There is an application fee that must be paid at the time the application is submitted.  The annual fee is £150.

All licences granted expire on the 31 December each year irrespective of the date when the application was submitted and the licence issued.

Once your application has been validated an Environmental Health Officer will contact you to arrange an inspection of the premises. The model conditions in the document link identify the type of issues that will be addressed during the inspection. These include accommodation, heating, lighting, ventilation, food and drink, disease prevention.

It is in the public interest that the Licensing Authority must process your application before it can be granted. If you have not heard from the authority within ten working days of the application being deposited please email environmentalhealth@sthelens.gov.uk

New Regulations 2018

On the 1st October 2018, new regulations come into force. These regulations known as The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 set out the conditions that need to be met before a licence can be issued.
DEFRA have published guidance notes which set out the conditions and how they can be met. Whilst these notes have been provided to assist inspectors they will also be useful for business owners. All premises will be risk rated following an inspection and a star rating of 1 to 5 will be awarded. Only those businesses which obtain a higher standard will be awarded a 4 or 5 star rating. The star rating determines the period of the license:
1 to 2 stars – 1 year licence 
3 to 4 stars – 2 year licence
5 stars – 3 year licence
