Once a valid application has been deposited, there is a period of 28 days (starting the day after the application is given to the Licensing Authority) for 'responsible authorities' (e.g. Police, Environmental Health). In addition to this, local people and businesses can make a representation in support of or against an application.
In the Gambling Act 2005, there is a reference to 'licensing objectives', which are:
(a) preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime;
(b) ensuring that gambling is conducted in a fair and open way; and
(c) protecting children and other vulnerable persons from being harmed or exploited by gambling.
The applicant is required to publish a notice in a local newspaper and display a notice on the site or premises giving brief details of the proposal and the date by which any representations must be submitted to the Licensing Authority.
