Young Adults 16-25 - Opportunities for students with SEND

Transition for young people with special education needs and disabilities can have a significant impact on their experience of moving into adulthood. The options that young people have after year 11 can be confusing, the post 16 landscape is very diverse. There are many different routes and pathways that young people can take and choices have to be carefully made. Gathering information about different options is an essential part of this process.

Options for Post-16 should encompass, support that leads to employment, supported employment, independent living, good health, friends, relationships and community inclusion for all young people with special education needs.

When young people leave school after year 11, they are likely to have some or all of the following pathways to adulthood options available to them, depending on their ability, independence and support needs:

Some Golden Rules from the Metropolitan Police Service

  • Don't give out personal information such as your address or phone number.
  • Don’t send pictures of yourself to anyone, especially indecent pictures.
  • Don't open emails or attachments from people you don't know.
  • Don't become online ‘friends’ with people you don't know.
  • Never arrange to meet someone in person who you've met online.
  • If anything you see or read online worries you, tell someone about it.

There is lots of advice and support available to help you stay safe online.

Study programmes are aimed at learners aged 16-19 and cover all levels from entry level qualifications up to Level 3.  A study programme can only have one core aim at a time and all activities must be relevant to the overall needs and aspirations of the learner. All young people without a GCSE Grade C in English or maths must continue to work towards achieving level 2 in these subjects (where appropriate and achievable).

A study programme will:

  1. Include qualification(s) that are of sufficient size and rigour to stretch the student and are clearly linked to suitable progression opportunities in training, employment or higher levels of education. Learners with a learning difficulty and/or disability can be exempted from this principle altogether if their needs are better met and progression better supported through structured non-qualification activity
  2. Enable a learner to work towards Level 2 in maths and English (if a learner is not already at this level). Learners with a learning difficulty and/or disability need not have their English and Maths learning accredited but do need to have skills in these two areas included in their programme, as relevant to their individual needs and planned progression.
  3. Allow for meaningful work experience related to the vocational area of the Study  Programme, which develops employability skills and/or creates potential employment options. For many students with a learning difficulty and/or disability, this principle will apply. For a small number where employment is not their progression aim, even in the longer term, this principle can be disapplied.
  4. Include other activities unrelated to qualifications that develop the skills, attitudes and confidence that support progression.

What do traineeships provide?

Traineeships are an education and training programme with work experience. The core content of traineeships is a high quality work experience placement, work preparation training, and English and maths provision where appropriate. The opportunity of a work experience placement with an external employer in the sector they are interested in, is critical to making traineeships attractive and effective to young people.

Who are traineeships for?

Traineeships are available for young people aged 16 to 24 inclusive, including young people with Learning Difficulty Assessments or Education, Health and Care plans.

Young people aged 19 to 24 with an Education, Health and Care plan or Learning Difficulty Assessment are eligible to access traineeships, provided they start before their 25th birthday.

The target group for traineeships will be young people who:

  • are not currently in a job and have little work experience, but who are focused on work or the prospect of it;
  • are qualified below Level 3; and
  • providers and employers believe have a reasonable chance of being ready for employment or an apprenticeship within six months of engaging in a traineeship.

What do traineeships involve?

Traineeships are focused around a high quality work placement, but also include English and mathematics for learners who haven’t already achieved A*-C at GCSE and work preparation training, such as CV writing and interview techniques.
The duration of a traineeship is a maximum of 6 months. It is expected that the duration of the work placement within a traineeship is a minimum of 6 weeks and a maximum of 5 months.

What is an apprenticeship?

An Apprenticeship is a real job with training which allows a young person to earn while they learn, whilst gaining a nationally recognised qualification. Apprenticeships take between one and four years to complete and are a way of gaining qualifications and workplace experience at the same time.

There are a wide range of Apprenticeships from administration through to engineering. They involve learning a craft, skill or profession while earning a wage and gaining a nationally recognisable qualification.

Once the Apprenticeship has finished there’s the opportunity to carry on working, maybe get promoted or go on to higher education in a college or university.

The National Apprenticeship Service is working with UCAS to extend this system so that more qualifications gained during an Apprenticeship count towards an individual’s university application.

Who is eligible?

Anyone in England can apply for an apprenticeship if they are:

  • 16 or over
  • eligible to work in England
  • not in full-time education

What level of apprenticeship can I apply for?

There are three levels in England:

  • Intermediate – equivalent to 5 GCSE passes
  • Advanced – equivalent to 2 A level passes
  • Higher – lead to NVQ Level 4 and above, or a Foundation Degree

Offers a range of services and support to a membership network of work based learning providers. Steering best practice, they provide a structure for collaborative work between our members and offer links with other agencies operating in the work-based learning sector.

Liverpool City Region Apprenticeship Hub

The Liverpool City Region (LCR) Apprenticeship Hub is a collaborative group, responsible to the LCR Employment and Skills Board. The Hub aims to increase the awareness of, the number of and the quality of apprenticeships available to residents of the region by supporting and co-ordinating apprenticeship activities to make Apprenticeships Work for businesses and young people.


What is Supported Employment?

Supported employment is widely recognised as a model for successfully integrating people with disabilities into the labour market. Mentoring and peer support can support the transition into employment and enable the new employee to maintain their employment and develop at work. Supported employment enables people with disabilities take the next step towards the world of work and training.  It is  a tailor made service to help young people  be as independent as possible to enable to enable young people to reach their potential in adult life.

A typical supported employment package can offer:

  • On the job training and coaching to enable a young person to become equipped with the skills needed for employment
  • One-to-One on-site support
  • Job search advice
  • Interview support
  • Travel training
